University of Manitoba Visits NCKU to Accelerate Collaboration in Medicine and Engineering

On November 27, 2025, Dr. Michael Benarroch, President of University of Manitoba (UM) and Dr. B. Mario Pinto, Vice President of UM, visited National Cheng Kung University (NCKU) for an in-depth exchange in future collaboration. The visit was arranged at the invitation of Taiwan's Ministry of Education (MOE), and the delegation was accompanied by Ms. Tina Ou, Education Attaché. Building upon existing academic exchanges in fields such as Medicine, Biological Sciences, and Engineering, this visit aimed to explore potential collaboration opportunities in joint research, faculty and student exchange, and shared academic resources.

Executive Vice President Shyy-Woei Chang delivered remarks, highlighting that the cooperation between the two universities began in 2021 when UM signed a college-level student exchange agreement with NCKU’s College of Management, laying a crucial foundation for student mobility between the two institutions. In May 2025, UM and NCKU’s Department of Electrical Engineering signed a department-level Memorandum of Understanding (MoU), expanding the collaboration between the two universities into the fields of engineering and technology. Dr. Chang expressed the hope that the meeting could foster potential cooperation and dialogues between the two parties based on this existing foundation.
During the meeting, Dr. Michael Benarroch, President of UM and Dr. B. Mario Pinto, Vice President of UM, underscored their strong desire to broaden the bilateral relationship. They emphasized initiating future collaboration through signing university-level Memorandums of Understanding (MoU) and Memorandums of Agreement (MoA), alongside promoting student and scholar exchanges to cultivate a wider scope for future joint endeavors.
Prof. Tsung-Lin Liu, Director of the International Relations Division at NCKU, provided an overview of NCKU’s status as a leading innovation hub in southern Taiwan and its extensive collaborations with national-level research institutes.
Prof. Yu-Lung Lo, Vice Dean of NCKU’s College of Engineering, highlighted NCKU’s international programs in ocean technology and energy engineering and proposed potential interdisciplinary cooperation in medical engineering and semiconductor technology. Prof. Chun Hei Antonio Cheung from the Department of Pharmacology and Prof. Carol Strong from the Department of Public Health at NCKU advocated for establishing a faculty and student exchange program. They also expressed keen interest in collaborative research and bilateral exchange on vaccination development and infectious diseases.
The two universities exchanged views and discussed cooperation on engineering and medicine.

NCKU attendees included Distinguished Prof. Shyy-Woei Chang, Executive Vice President of National Cheng Kung University; Prof. Yu-Lung Lo, Vice Dean of College of Engineering; Prof. Chun Hei Antonio Cheung from the Department of Pharmacology; Prof. Carol Strong from the Department of Public Health; Prof. Tsung-Lin Liu, Director of International Relations Division, Office of International Affairs; Ms. Ya-Tsui Ellen Hsueh, Deputy Director of International Relations Division; and two managers from the International Relations Division, Mr. Cyrus Hung and Ms. Amy Chen.
