The Presidents’ Forum of Southeast and South Asia and Taiwan Universities (SATU Presidents’ Forum) was held at the International Conference Hall, National Cheng Kung University (NCKU) Oct. 30-31.

Approximately 73 university presidents or representatives from 8 countries attended the conference, whose theme this year was “Bridging University and Industry: Development of Academia-Industry Collaboration.”

NCKU President Hwung-Hweng Hwung, in his capacity as chairman of SATU Presidents’ Forum, welcomed the presidents and representatives of the participating universities to join the significant event.

Hwung emphasized that in addition to education and research, the academia-industry cooperation has also become a major mission of universities in the 21st century, especially now that the capability of universities has been greatly enhanced due to greater investment in education.

He explained that this is why many developing countries are taking initiatives on academia-industry cooperation to increase resources in universities.

Hwung used NCKU as an example as the university is currently ranked among the top 10 higher education institutes in the area of business income from industry. “NCKU has been granted about NT$2.3 billion from Taiwan’s Ministry of Education (MOE) for general administrative costs,” he announced. “However, we (NCKU) have also been granted about NT$2.4 billion for fundamental research in academia-industry cooperation.”

Hwung noted that Prof Ming-Shi Chang and her research in NCKU’s Department of Biochemistry in Molecular Biology has successfully clinched a research and license agreement worth US$13.3 million with Danish-based pharmaceutical company Novo Nordisk for discovering an antibody for anti-osteoporosis.

It represents a new milestone of NCKU’s arrangement in academia-industry cooperation, proving the importance of academia-industry cooperation in higher education, according to Hwung.

Also present was MOE’s Secretary General Jough-Tai Wang, who said that since the beginning of year 2005, MOE has provided an annual extra budget of US$300 million to 12 universities in Taiwan, and NCKU alone has received US$55 million per annum, which accounted for 18% of this special fund, due to NCKU’s potential of becoming one of the best universities in the world. In his opinion, the theme of this year’s SATU forum is an important issue in the era of developing sustainability science, fostering a tradition of working towards stability and promoting human well-being through the use of science and technology.

Wang revealed that MOE has been actively negotiations with their Thai counterparts in an attempt to bring Thai undergraduates to pursue their Ph.D. degrees in Taiwan beginning from 2013.

Ambassador Kenneth K. Liao from the Ministry of Foreign Affairs said that SATU has provided a platform to communicate and exchange ideas, share experiences, values, resources and achievements. “In line with Taiwan’s policy, SATU combines the strength of Taiwan, Southeast Asia and Asia while enhancing the relations of Taiwan universities and those of other participating countries,” he explained.

“Besides, SATU integrates international organizations in which these universities participate, further contributing to Taiwan’s international relations in the process.” He expressed his wish that in the future, there will be more universities both at home and abroad joining SATU to increase its effectiveness and create synergy among them.

On the first day of this year’s forum, SATU invited Mandy Mok, managing director of QS Asia Quacquiarelli Symonds Pte Ltd., to give a speech on the enhancement strategy of Southeast and South Asia university rankings. Another special feature on that day was the speech by Mr. Jesse Jin-Chu Chen, Maton Venture Managing Director, who spoke on “University-Industry Collaboration and Venture Investments in Silicon Valley.”

On the last day of the forum, the steering committee’s annual meeting was held to discuss several issues including events calendar for next year and others.

The forum concluded after NCKU’s Executive Vice President Huey-Jen Su’s speech entitled “Science Parks in Taiwan: Past and Future.”
