NCKU in strategic alliance with NIA to retain international talent
Tainan, Taiwan, 10 April 2012
National Cheng Kung University (NCKU) in southern Taiwan and National Immigration Agency (NIA) signed a strategic alliance agreement Monday on cooperation in integrating resources and providing more convenient services to foreign students and teachers.
Li-Kung Hsieh, director-general of NIA, presented a “Plum Blossom” certificate to Masahiro Yoshimura, a distinguished visiting chair professor of Materials Science and Engineering, NCKU and famed expert on Ceramics and Materials Science, in recognition of his contributions to Taiwan.
NIA agreed to offer on-campus service to NCKU’s foreign students four times a year -- before the summer and winter vocations and after spring and fall semesters, according to Hsieh.
The service offered by NIA will save the foreign students from the trouble of having to travel to Taipei, said President Hwung-Hwung Hwung of NCKU, hailing the NIA service and congratulating Prof. Yoshimura on receiving the “Plum Blossom” permit at the signing ceremony.
The “Plum Blossom” is a permanent resident permit issued by the Executive Yuan to foreign specialists who possess high-technology expertise needed by Taiwan. To date, 37 such permits have been issued, 5 of them to distinguished scholars, according to NIA.
NCKU has nearly 1,500 international students, representing 6 percent of the total student population. It signifies a high international profile of the school, according to Hsieh, who added that “in recent years, NCKU’s achievements in research and teaching are quite well known.”
NIA is committed to promoting cultural diversity and shaping a friendly international environment while NCKU is endeavoring to become a world-prestigious university by recruiting international talent. The partnership of the two parties will bring out the best results in this age of globalization, according to NIA.
Director-General Hsieh welcomes students from NCKU to join NIA’s volunteer or internship programs and then to engage, if they choose to, in immigration services in the future.
Realizing a pressing need to recruit international talent, MIA has adopted a variety measures to attract foreign professionals to work and live in Taiwan.
Knowing NCKU has recruited Prof. Yoshimura, a world-renowned ISI Highly Cited Researcher who has published about 700 journal articles, NIA offers the “Plum Blossom” to allow him to continually stay in Taiwan which he calls his second hometown.
