The 6th Academic R&D Summit Held at NCKU
Tainan, Taiwan, December 20th, 2010
To operate in coordination with the overall research development of national universities and colleges, to assist the research and development units in understanding the conditions of government related policies and affairs and establish a regular mechanism of inter-school exchange, National Science Council, Executive Yuan, and Ministry of Education have take turn to organize Academic R&D Summit, and the 6th Academic R&D Summit began on December 20th in International Conference Hall, Kuang-Fu Campus, National Cheng Kung University (NCKU), Tainan, Taiwan, where more than 200 representatives from the industry, government, academia and research have gathered together to exchange ideas, share knowledge and establish a consensus.
“Since the 19th century, one of the most important tasks of universities is basic research, which would elevate the human understanding of nature. Thus, research and development has played a significant role in the universities. It is mandatory for research and developments units to create an excellent research environment, such as providing high-quality hardware equipment space and instruments and improving campus environment, so teachers and students can fully devote themselves to research. This is the role that a traditional research and development unit should play,” said Chairman of Academia-Industry Consortium for Southern Taiwan Science Park and President of National Cheng Kung University Michael Ming-Chiao Lai as he expressed his sincere welcome to the distinguished guests and speakers in his opening remark.
President Michael Ming-Chiao Lai believed, “After the post-20th century and 21st century, the universities also play another significant role, which is to serve the community, bringing research achievements to the industry. As an important engine in promoting the development of social economy, the role of research and development units in universities must expand to industry-academia cooperation, transferring research achievements to the industry. However, since academic units and industry are still slightly disconnected, Taiwan still faces bottlenecks and needs further improvement in the aspect of achievement transfer and talent cultivation. Thus, how to integrate the mutual efforts of academia and industry requires the brainstorming of experts and scholars from the industry, government, academia and research.”
Under the support of National Science Council, Executive Yuan, and with the joint efforts of the industry, government, academia and research, Taiwan has received many foreign positive feedbacks on its technological competitiveness; for instance, Taiwan has ranked 13th place in Global Competitiveness Index by World Economic Forum and ranked 8th place in World Competitiveness Yearbook published by International Institute for Management Development, Lausanne, Switzerland.
Deputy Minister Jing-Yang Jou of National Science Council, Executive Yuan, mentioned, “Universities are an important base of innovative research and development, global talent cultivation, and technological competitiveness enhancement. Through the discussion and exchange of renowned experts from the industry, government, academia and research, I hope the conference can introduce new thinking to the research and development units of universities, help integrate and strengthen the research and development capacity and technological achievements, and transform these achievements into economic benefits to improve people’s livelihood.”
The first day of the conference has specially invited Dr. Hans Georg Bock from Heidelberg University, Germany, to deliver a speech on “Scientific Computing, Technology Transfer, and the Preservation of the Cultural Heritage” and arranged experts and scholars from the industry and academia to give talks and share experience, and the second day of the conference, December 21st, has asked Senior Executive Vice-President Hwung-Hweng Hwung of National Cheng Kung University to deliver a speech on the important strategies which will help promote research and development achievements in universities and also organized general discussion in the afternoon.
