Minister Chin-Tien Yang of Foreign Affairs Discussed Flexible Diplomacy at NCKU

Minister Chin-Tien Yang of Foreign Affairs of the Republic of China serving under President Ma Ying-Jeou has delivered a speech at National Cheng Kung University (NCKU), Tainan, Taiwan, acknowledging that flexible diplomacy will replace money diplomacy and transform into a provider of humanitarian assistance, creator of business opportunities and promoter of cultural exchange, thus illustrating a new image of Taiwan under the policies of flexible diplomacy.
The Tainan 2010 Public Diplomacy, organized by Southern Taiwan Office of Ministry of Foreign Affairs and co-organized by Department of Political Science at National Cheng Kung University, is held in the Conference Room and Art Corridor of the Library, Cheng-Kung Campus.
Minister Chin-Tien Yang of Foreign Affairs, NCKU Senior Executive Vice-President Hwung-Hweng Hwung, Director General Kang-Min Liao of Southern Taiwan Office of Ministry of Foreign Affairs, NCKU Vice-President Chi-Chuan Hwang for Research and Development, NCKU Dean Chih-Chin Ho of College of Social Sciences, and NCKU Director Yung-Nane Yang of Department of Political Science have attended the opening ribbon cutting ceremony, and then Minister Chin-Tien Yang of Foreign Affairs has personally explained the diplomatic achievements being displayed and delivered a speech on the policies of flexible diplomacy.
NCKU Senior Executive Vice-President Hwung-Hweng Hwung expressed in his opening remark, “Because Minister Yang values the public diplomacy forum organized by Southern Taiwan Office of Ministry of Foreign Affairs and National Cheng Kung University greatly, he has personally come to Tainan to host the forum.”
Senior Executive Vice-President Hwung-Hweng Hwung also mentioned, “National defense and diplomacy are the inner and outer strength of a country. Currently, Taiwan has encountered some difficulties in diplomacy, but there are still many ways to break through. Academic diplomacy is one of the many ways to break through the difficulties as academic strength is respected and valued everywhere in the world. Thus, NCKU Department of Political Science has held a public diplomacy forum.”
Minister Chin-Tien Yang of Ministry of Foreign Affairs revealed, “For the past decades, Taiwan’s foreign relations have been in a very difficult situation. The development of cross-strait has also affected the development Taiwan’s foreign relations. Taiwan has withdrawn from the United Nations and has been excluded from international organizations. However, two and a half years ago, a new government has come to power, believing that issues needed to be fundamentally resolved and the vicious cycle between cross-strait and diplomatic affairs needed to be changed completely.”
Minister Yang also stated, “We have promoted new mainland policies, adjusted previous practices, and faced our neighbors with pragmatic attitude. As we often say, we can choose our friends but not our neighbors. We have to use wisdom rather than fists to build a relationship with our neighbors. In the past two and a half years, cross-strait relationship has made some improvements, transforming vicious cycle into virtuous cycle. The improvement of cross-strait relationship will then further affect the development of Taiwan’s foreign relations.”
Recently, Canada and EU have granted Taiwan visa waiver, so travelers can enjoy visa-free entry or landing visas for 96 countries and youth can participate in more working holiday programs.
As Southern Taiwan Office of Ministry of Foreign Affairs has elevated the ability of local government, institutions, schools and civil societies in handling foreign affairs, such as diplomatic and international activities, for the benefits of the people in Taiwan, it has especially organized the public diplomacy event.
The exhibition of diplomatic achievements, held in the Art Corridor of NCKU Library, has displayed achievements of major diplomatic activities and international exchange, including guest visits, cultural exchanges, human rights, and issues of international humanitarian assistance and diplomatic soft power, since President Ma Ying-Jeou assumed the office, in large posters with images and texts.
The first session of Tainan 2010 Public Diplomacy was held at National Kaohsiung University in October and the second session is held at National Cheng Kung University, aiming to strengthen the public understanding of national diplomatic work and international perspectives and support the current diplomatic policies, thus reaching the effect of participating in international exchange and government diplomatic expansion.
