Post-ECFA Conference on New Trends of Cross-Strait Relations Held at NCKU
Tainan, Taiwan, July 19th, 2010
The Post-ECFA Conference on New Trends of Cross-Strait Relations was held on July 19th in International Conference, Kuang-Fu Campus, National Cheng Kung University (NCKU), Tainan, Taiwan, inviting Prof. Zong-Ming Zhuang of World Economic Research Center, Dean Kai-Ming Wang of Research Institute of Southeast Competitiveness, Fujian, Dr. Chien-Fu Lin of Taiwan Competitiveness Forum, and other renowned scholars from Taiwan and mainland China to discuss the cross-strait relations after ECFA signing.
Prof. Jen-Fang Ting of NCKU Department of Political Science expressed, “After ECFA signing, we’re the first one to organize a conference on the issues of ECFA. The conference today has significant meanings. The Post-ECFA Conference on New Trends of Cross-Strait Relations has four implications, including advancement of discussion, crystallization of wisdom, dialogue of vision and platform of rationality.
Prof. Zong-Ming Zhuang of World Economic Research Center revealed, “Mainland China and Taiwan are two important economies in East Asia and the world, and they’re highly dependent on external economies. Thus, the development of cross-strait economic and trade relations is largely influenced by economic globalization. However, due to the lack of systemic arrangements, Taiwan at the moment cannot participate in the economic cooperation process of East Asia and the world effectively. As a result, Taiwan is facing the pressure of marginalization in globalization and regionalization. The strengthening of cross-strait economic and trade cooperation is undoubtedly the best and most effective way to ease the pressure. Cross-strait economic and trade cooperation can also bring Taiwan back to the process of East Asian economic cooperation and elevate its competitiveness in the world economy.”
Prof. Zong-Ming Zhuang also said, “The solid economic cooperation foundation between mainland China and Taiwan, which can further strengthen the cross-strait economic cooperation, promise the status of Taiwan and mainland China in regional production networks in East Asia and motivate the participation in economic globalization, is the best method to create win-win symbiosis. The cross-strait economic trade cooperation is the inevitable historical process in the course of world economy development. Only the strengthening of cross-strait economic cooperation can achieve cross-strait mutual benefits.”
Dr. Chien-Fu Lin of Taiwan Competitiveness Forum mentioned, “To maintain Taiwan’s export competitiveness, the promotion of regional trade agreements with other countries is mandatory and urgent. Mainland China is Taiwan’s largest trade source and one of its main export markets. Thus, to overcome the current economic difficulties, the signing of Economic Cooperation Framework Agreement (ECFA) with mainland China is necessary.”
Dr. Chien-Fu Lien further explained, “Small and medium enterprises are originally Taiwan’s miracle and stable source of employment, but they’re gradually declining. Because of limited domestic demands and marginalization, the industry of electronics is the only remaining source of export. The opportunities the industry of electronic creates are limited. ECFA singing will create industrial transformation and new vitality to industries other than the industry of electronics. The manufacturing industry will not only ease the threat that Taiwan faces from Association of Southeast Asian Nations (ASEAN) products in mainland China market, it will also provide higher advantages than that of Japanese and Korean products to occupy a larger percentage of the market.”
Dr. Chien-Fu Lin believed, “The economic conditions of mainland China and Taiwan complement each other. With the close geographical relationship and similar cultural background, ECFA signing will definitely stimulate the cross-strait flow of people, goods, funds and information and bring tremendous business opportunities to cross-strait economic development. ECFA is the first step of free trade agreement. After the first step, the cross-strait economic and trade cooperation and exchange will become more intimate. The exchange of talents and technology will also strengthen. Due to the cross-strait hostility in nearly ten years, we’ve lost opportunities to participate in the economic development of mainland China. In the next decade, we’ll find the aura that Taiwanese have lost.”
The Post-ECFA Conference on New Trends of Cross-Strait Relations was jointly organized by Bureau of Foreign Trade, Ministry of Economic Affairs, Taiwan, R.O.C., Center of Public Affairs at National Cheng Kung University, Cross-Strait Integration Research Center at National Cheng Kung University, Department of Political Science at National Cheng Kung University, Taiwan Competitiveness Forum, Council of Tainan County, Tainan City Council, Taiwan Research Institute at Xiamen University and Research Institute of Southeast Competitiveness, Fujian.
