Groundbreaking Ceremony of NCKU Fire Protection Technology Building Held on June 9th

The groundbreaking ceremony of Fire Protection Technology Building at National Cheng Kung University (NCKU), Taiwan, was held at 11 am, June 9th, in NCKU’s Kuei-Jen Campus, Tainan County.

The ceremony was hosted by NCKU President Michael Ming-Chiao Lai and witnessed by Jay-San Chen, Director General of Bureau of Standards, Metrology and Inspection, government officials from Architecture and Building Research Institute, Ministry of the Interior, executive directors from Fire Door Association of R.O.C and dozens of representatives from the industry.

President Michael Ming-Chiao Lai expected the Fire Protection Technology Building to include outstanding experiment, excellent research and future outlook, and undertake the responsibilities of teaching, research and service.

Generally, the construction cost of a university academic building or research building more or less comes from the subsidies of government budget and the donations of enterprises. However, the entire construction fund of NCKU Fire Protection Technology Building came from the money saved by colleagues of NCKU Fire Protection and Safety Research Center on industry-academic cooperation over the past decade. This is extremely rare in Taiwan.

President Lai pointed out, “The NCKU Fire Protection Technology Building is established for the purpose of promoting safety-related inspections and research. In the future, the newly established building will provide research units and conference space for various experiments. Through fire protection tasks, such as research, inspections and analysis, we can also offer an additional layer of security to people’s lives and properties.”

“Since its establishment in 1995, under the leadership of Director Ping-Lin Kuo who is also the Professor of Chemical Engineering, NCKU Fire Protection and Safety Research Center has cooperated with professors from related fields, including Department of Chemical Engineering, Department of Aeronautics and Astronautics, Department of Mechanical Engineering, Department of Electrical Engineering, Department of Architecture and Department of Systems and Naval Mechatronic Engineering, on areas of fire protection inspections and validations, establishing a complete and practical system, worked with international inspection institutions to form a cross-business platform, and received certificates of national government organizations to become an designated laboratory.”

President Lai also had high expectations for the future development of NCKU Fire Protection and Safety Research Center. He said, “The tasks of the Fire Protection and Safety Research Center is to provide industry-academic service, elevate the technology of fire protection and inject its research achievements and industrial service experience into teaching. Located in Kuei-Jen Campus, which is closest to Tainan’s High Speed Rail Station and industry, NCKU Fire Protection Technology Building will be the first step of the development of Kuei-Jen Campus.”

On behalf of Bureau of Standards, Metrology and Inspection, Director General Jay-San Chen expressed his recognition and gratitude toward NCKU Fire Protection and Safety Research Center, “With the construction of Fire Protection Technology Building, the inspection and certification business will definitely flourish in the future. NCKU Fire Protection and Safety Research Center has laid excellent foundations for the development of national fire protection materials, fire protection safety, fire protection inspections and validation technologies since its establishment in 1995, contributing to national economy and public safety.”

“NCKU Fire Protection and Safety Research Center has joined the team of fire door inspection since 2001. In 2006, the Center has become a validated unit. In addition to fire door, its tasks include inspection jobs such as fire wall and fire window. In the future, I believe the Fire Protection Technology Building will become a center of fire protection materials inspection in East Asia and Southeast Asia.”

Director Ping-Lin Kuo of NCKU Fire Protection Safety Research Center stated, “In the future, in addition to cultivate fire resistant building materials inspection capability, we’ve started to plan projects of fire door hardware performance inspection, material combustion gas analysis and material smoke concentration to provide technology research service for domestic factories, hoping to assist manufacturers on developing international market. On the aspects of academia and research, we’ve also begun to eagerly seek research cooperation opportunities with academic or fire protection research institutions in United States, Japan as well as European Union.”

The construction of the 7-floor Fire Protection Technology Building of National Cheng Kung University has two construction phases. Three floors will be constructed during the first phase, occupying a total floor area of 2,160 square meters and expecting to finish in February, 2011. The total expenses, raised entirely by the Fire Protection and Safety Research Center, is over NT$ 34 millions.
