NCKU Research and Development Forum Invited the Legislative Yuan Speaker, President Jin-Pyng Wang, to Deliver a Speech on Congressional Legislation

President Jin-Pyng Wang of the Legislative Yuan, Taiwan, delivered a speech on congressional legislation in NCKU Research and Development Forum at 10 am, April 7th. By introducing the organization, authorities and duties, party consultation systems, foreign affairs and congress image and citing various examples, he shared his 30 years of experience for the audience to understand the procedure and operation of the Legislative Yuan. In terms of its power and function, the Legislative Yuan is equivalent to a unicameral parliament in other democracies.
Prior to the forum, the Legislative Yuan Speaker, President Jin-Pyng Wang, met NCKU President Michael Ming-Chiao Lai in a short meeting. They exchanged ideas on the issues of Southern and Northern Taiwan industrial development and imbalanced resources. President Wang praised NCKU to be an excellent comprehensive university. He expected NCKU to continue attracting outstanding students and become an important force of nurturing talents in Southern Taiwan.
President Jin-Pyng Wang pointed out in the lecture, “Taiwan first defined the National Assembly, the Legislative Yuan and the Control Yuan as democratic national congresses. The three congresses had different duties. After the 7th constitutional amendment, the Control Yuan is not longer considered as one of the congresses. The National Assembly was also abolished in 2005. Thus, the Legislative Yuan has truly become a unicameral parliament. The Legislative Yuan is now the only central public authority in Taiwan which is responsible for reports and questions raised, law cases consideration, budget deliberation, national matters decision, exercise of the congressional investigation rights, etc. They all need to be approved by the Legislative Yuan before implementation.”
President Jin-Pyng Wang has also explained the current condition of legislators. He expressed, “The electoral system of legislators was substantially revised during the 7th constitutional amendment in June, 2005. According to paragraph 1, section 4, of the newly amended Constitution, the number of persons designated reduced from 225 to 113, including 73 regional legislators, 6 aboriginal legislators and 34 uncategorized legislators, and the term of office extended from three years to four years with a possibility of renewal. In the elected list of uncategorized legislators of each political party, the number of female legislators must not be less than half of the total number of their elected uncategorized legislators.”
President Wang said, “To improve the legislative speed and results, we need to handle cases through party consultation. The First Legislative Yuan has passed more than 3,000 bills in 44 years, on average passing 80 bills every year. The Second Legislative Yuan has passed 240 bills in 3 years. The Third Legislative Yuan has passed 297 bills and the Fourth Legislative Yuan has passed 642 bills. The Fifth Legislative Yuan has passed 611 bills and the Sixth Legislative Yuan has passed 498 bills. The Seventh Legislative Yuan has so far passed 409 bills.”
President Jin-Pyng Wang believed, “The Legislative Yuan plays an important role in developing solid relationship with other significant countries. With mutual visits, exchanges and contacts of congressmen, we will naturally buildup friendship. For example, in the past, we have invited former U.S. President Ford, former Soviet President Mikhail Gorbachev and former Costa Rican President Rodriguez to deliver speeches in the Legislative Yuan.”
President Jin-Pyng Wang concluded, “The Legislative Yuan is an institution of mutual respect, tolerance, acceptance and discussion. Even though government affairs are complex and diverse, legislators all work together for the will and sake of the people, allowing them to enjoy the fruits of various national developments.”
