National Cheng Kung University hosted a one-day “Green Energy Technology and Industry Conference” at Jun-Ming Hall in the Department of Mechanical Engineering on October 30th. It was organized by the NCKU Research Center for Energy Technology and Strategy (CETS), the NCKU Advanced Optoelectronic Technology Center (AOTC), the NCKU Center for Micro/Nano Science and Technology (CNMST), the NCKU LED Light Technology Research Center, and the Photovoltaics Technology Center (PTC) of Industrial Technology Research Institute (ITRI). NCKU President, Academician Michael Ming-Chiao Lai (賴明詔), attended the conference together with Mr. Huey-Ching Yeh (葉惠青) as the Director General of Bureau of Energy, Ministry of Economic Affairs (MOEA), along with more than 100 scholars. They shared their experience and opinion in technology, industrial and strategic fields to discuss about the development of solar cell and LED light technology for the future.

President Lai commented that energy research is the most important basis of contemporary science development. All technology developments improved people’s life and people replied on energy much more after Industrial Revolution in the 18th century. However, there are a lot of problems yet to be resolved, such as environmental pollution, excessive CO2 emission, global warming with more dependence on the use of energy. It is estimated to run out of petrochemical energy by 2050. Hence, it is essential to develop and search the new alternative energy particularly green energy as the most important and scientific assets for industry all over the world. In Taiwan, green energy is a very competitive industry with high potential, and also as one of the six new industrial developmental projects in Executive Yuan.

In addition, NCKU ranks the 19th worldwide in alternative energy research papers of distinctive competency, which is the only Taiwanese institution among the global top 25 list. Obviously, NCKU leads globally in the emerging field of alternative energy research with the outstanding accomplishment in alternative energy research contributed significantly to the development of this field. Therefore, NCKU has imperative responsibility and willingness to hold this conference. President Lai hoped to have more resolutions on energy issues by the experience exchanged in this conference.

Director-General of Bureau of Energy, Mr. Huey-Ching Yeh, made his keynote address, entitled “Green Energy and its Current Industrial Development”, and commented that the dominative industries of green energy in Taiwan are solar cells and light emitting diode (LED) lighting. The output value of solar cells totaled to about NT$ 101.1 billion (US$3 billion) with 80 photovoltaics (PV) manufacturers in 2008. The production in solar cells ranked the 4th in the world in 2008. Moreover, the output value of LED lighting came up to NT$ 46 billion (US$1.3 billion) and ranked the second in the world. Among them, production of backlight module (BLM) and LED lights were No 1 in the world in 2008. “We have a vision by 2015 under “Green Energy Industry Program (綠色能源產業旭升方案)” will have a output value up to NT$ 450 billion (US$13.2 billion) in solar cells and NT$ 540 billion (US$16.3 billion) in LED lighting manufacturing. In addition, we will provide 45000 jobs in solar cells industry as one of the top three global producers, and 54000 jobs in LED lighting industry as the No. 1 supplier in the world. To realize these goals, the Taiwan government will plan a budget around NT$20 billions (US$580 million) for the next five years in technological development of solar cells and LED lighting as the most two important industries of green energy in Taiwan,” said Director-General Yeh.

Prof. Wen-Teng Wu (吳文騰), the Director of NCKU CETS as well as the Dean of College of Engineering and the Convener and Director of Southern Office of National Science and Technology Program-Energy (NSTPE), commented that NCKU has been allocated with three strategic research centers out of six energy research projects funded Bureau of Energy, namely on solar cells, LED lighting and ocean energy. “We try to be the member in National Contact Point in Taiwan (NCP-Taiwan) of the EU-FP7 (European Seventh Framework Programmer; FP7). Moreover, NCKU looked forward to being the collaborative platform with complete database establishment between Taiwan energy industries and EU-FP in the future,” said Prof. Wu (吳文騰).

Prof. Wu also mentioned that energy saving and conservation as well as carbon reduction is the most important issue and a main mission for industries to reach out over the world right now. Hence, it also influenced profoundly on country’s survival and economical development. NCKU CETS provides the energy industry with talent training courses, works on research projects, and hosts the related conference to indicate the development of energy industries. NCKU CETS also integrated 15 related energy research groups including solar cells, solar thermal power, LED lighting, wind power, biomass, energy saving technology, hydrogen energy, full cell with almost 200 faculty members joining together as the largest integration in Taiwan.
