NCKU joins UCAR International Affiliates Program to facilitate scientific collaboration

Dr. Antonio (Tony) J. Busalacchi, President of the University Corporation for Atmospheric Research (UCAR) recently visited National Cheng Kung University (NCKU) in Tainan, Taiwan, and invited the university to join the International Affiliates' Program (IAP) of UCAR.

NCKU President Huey-Jen Jenny Su and Dr. Busalacchi on behalf of their organization respectively signed the agreement to officially form the partnership.

Dr. Busalacchi said, “the university had just joined as affiliate member of UCAR and we are looking to further collaboration in areas like space, weather, observations, radio occultation, which is joined between UCAR and NCKU.”

“This area of system prediction is given the range of expertise across the colleagues here in this university,” he added.

Dr. Busalacchi also said, “A perfect example is President Su’s background in public health where I did studies with her colleague John Spengler on impact of climate change and on indoor air qualities. So that’s an example of this predictive capability.”

In his interview with a reporter in NCKU, Dr. Busalacchi also mentioned a potential in joint efforts for students to do their thesis work and then come back to Taiwan to finish up their degree, and exchange program for faculty and students in both graduate and undergraduate level.

Dr. Ying-Hwa Kuo, Director of UCAR Community Programs, said, “NCKU is now taking the lead in developing new instrument for the small satellite program that will be doing the ocean refection and also radio occultation.”

“We believe that UCAR can collaborate with NCKU with the help of processing data and science application of such new instrument,” Dr. Kuo added.

Dr. Busalacchi commented, “The organization is very serious about the collaboration and very happy that you join us as an affiliate. The collaboration in the areas of space, weather, cosmos, and small satellites between UCAR and Taiwan are sincerely world examples.”

President Su responded, “We should take it as a showcase highlighting how critical we did have a contribution to the efforts.”

“The Cosmos program is an example of new way of remote sensing with small satellite, more affordable, international partnership. It has been a grand success,” said Dr. Busalacchi who worked for NASA for 18 years and this is his first visit to NCKU.

He also said, “In the United States, our weather bureau is within NOAA (National Oceanic and Atmospheric Administration), and the cosmos program would never started in NOAA if it weren’t for the collaboration between UCAR and Taiwan.”
