Tainan city mayor talks about governance policy at NCKU
Tainan, Taiwan, March 14, 2014
Tainan City Mayor Ching-Te Lai invited by National Cheng Kung University (NCKU) recently gave a talk to share his ideas with students about the city planning of Tainan in terms of culture and transportation.
In his speech on March 11, Mayor Lai talked about his governance policies via the two themes of Tainan City’s “Cultural City Legislature” and “MRT bus system.”
NCKU President Hwung-Hweng Hwung was also in attendance and welcomed Mayor Lai back to his alma mater, stating that the Mayor is a distinguished alumnus who enrolled in the College of Medicine at NCKU after graduating from the National Taiwan University, and had also been in the service of NCKU Hospital before.
President Hwung said, in Taiwan, a physician can make a lot of money but to take off the physician robes in order to pursue the political path requires a great change in mentality.
“The number of patients a doctor can save a day is limited, but in politics, changes in policies will alter the lives of millions,” Hwung added.
Hwung implores students to listen carefully, to understand the struggles of growing up. He also urges students to diversify their learning.
Mayor Lai said that he was very much appreciated the time he spent in NCKU and felt gratitude to the teachers and classmates who had inspired him along the way.
On his governance policy, he applied the “Cultural City Legislature” to emphasize how Tainan is rich in cultural history, with 22 national monuments and 109 city historical sites.
He noted that after the merger, the vastness of land in Tainan City has made the maintenance of transportation – to bring people closer together – a major issue.
The traffic problems in Tainan City include the constant traffic jams of popular routes, yet no one is willing to operate the more remote routes, according to Lai.
Given that only 0.9% of Tainan’s population utilizes public transport, and since he took office, Lai has been actively promoting the “MRT bus system” policy, operating the Tainan City Bus with the spirit of the MRT.
Mayor Lai claimed that the re-operation of the Tainan City Bus has a total increase of 75% of the service in the past, and has seen an increase of 84% in people who take the bus.
This is a very successful reform, and greatly increases the transport convenience of the Tainan public, he said.
NCKU’s students were very attentive, listening carefully and asking many questions. Interactive between both sides were warm, and Mayor Lai also distributed many copies of “Light Bus Travel” after the speech, to promote his bus policy.
