NCKU vice president talks about university autonomy at Student Anchor Salon

The National Cheng Kung University (NCKU) News Center recently hosted an exclusive interview with NCKU Vice President Dr. Chih-Chin Ho, who talked about the implementation of self-governance piloted in NCKU.

Responsible for this system, Dr. Ho revealed that the self-governance solution, which was planned for approximately 3 years, was piloted since year 2010.

During the planning stage, all the students and teaching staff in the university were consulted while collecting relevant legal provisions to prove the legality of the system, said Dr. Ho, and professional analyses were also carried out on the operations, financial and accounting aspects of the solution to ensure the benefits and applicability of the system before conveying the pros and cons of the self-governance solution to the NCKU residents.

According to this solution which is tailored for NCKU, basic quota of existing students and teaching staff as well as the position of NCKU remains unchanged.

Under the condition where there is sizeable grant from the Ministry of Education (MOE), this solution will enable greater flexibility in the traditionally-rigid operations of a government agency like NCKU, thus giving more freedom and autonomy to develop the university in the future.

Such autonomy will be given to the appointment and dismissal of university president and rights of scrutiny of various issues including tuition fees, student admission, department establishment, university development plan, university budget and so on.

“MOE has previously proposed the corporatization solution,” Dr. Ho revealed admittedly. Due to concerns regarding civil servants, university teaching staff’s pension plan, ownership of state-owned property and others, the corporatization solution encountered strong criticism and opposition.

However, Dr. Ho clarified that self-governance and corporatization are two different structures.

To ensure that all the NCKU residents fully understand and support the solution, NCKU President Dr. Hwung-Hweng Hwung and Dr. Ho himself organized campus-wide forum and visited all the 80 departments within the university so that teaching staff and students can directly forward their doubts and give their opinions regarding the self-governance solution.

Dr. Ho recalled that he had roughly 80 lunchboxes during visits to all the departments as those visits were held during lunch time, leaving him a memorable and special experience.

To give everyone an understanding of the pilot self-governance program in NCKU, past meeting minutes and questions from university residents were sorted accordingly and re-organized into a question and answer (Q&A) section displayed on a special website, which can be a convenient reference for all concerned NCKU residents and public community.

“After the approval of the pilot program by the Executive Yuan, a comprehensive survey will be carried out to determine whether the university residents support or oppose the implementation of this solution. Then, the survey outcome will be sent to the university authority for further deliberation.”
