NCKU hosts forum on effective energy use

To balance electricity consumption of both regions and maximize the effective use of electricity, the National Cheng Kung University Research and Development Foundation (NCKURDF) hosted the “Forum on the Electricity Demands of Industries in the Southern Region and Energy Saving in Homes and Industries” at the NCKU Green Magic School, May 31.

The attendees included NCKU professors, the Bureau of Energy (BoE) at Ministry of Economic Affairs, R.O.C, Industrial Technology Research Institute (ITRI), architects, industry and commercial participants and others.

Director Kung-Ming Chung from NCKU Aerospace Science and Technology Research Center revealed that BoE entrusted ITRI to establish the regional energy think tank, collected public opinions and integrate information through public discussion forum in order to ensure the operation of the regional energy think tank.

Electricity consumption in the northern and southern regions of Taiwan is uneven. The Northern region consumes 40% of the total but often faces lack of electricity supply.

However, the Southern region consumes much lesser with oversupply of electricity. For many years, the Southern region has been supplying electricity to the Northern region, but electrical losses occur during the distribution process.

As this year’s theme focuses on effective energy use, China Steel, which is the largest consumer of electricity in the country, Tainan Science Park and other industry participants were invited to share their experience with respect to energy saving policies.

At the same time, several architects were also invited to share the planning of energy saving for residential and commercial uses from the architectural perspective.

“The Bureau of Energy has established energy think tanks for the Northern, Central and Southern regions to accumulate talents and carry out discussions on energy-related issues for each region as references for future planning of energy development,” explained BOE Section Chief Ming-Chih Chuang.

“The focus of this year’s energy issues is the policy on future energy use estimation, which should include conditions of energy use by industries, agriculture and domestic households.”

Section Chief Chuang further elaborated that the BOE has been continuously promoting policies on energy saving and carbon reduction, hoping that economic growth will become less reliant on electricity demands.

He also revealed that energy efficiency has been increased by 2.3% in recent years, exceeding the goal of achieving 2% energy efficiency increase as stated in Taiwan’s 2008 Energy Policy.

Professor Hong-Tzer Yang at the NCKU Department of Electrical Engineering proposed smart grid planning which has been promoted at the moment. Through the deployment of smart grid, the generation, distribution and transmission of electricity can be effectively managed.

“This plan is now fully promoted and implemented at the moment,” revealed Dr. Yang. “It is estimated that 10 thousand smart meters will be installed in homes this year, with 10 thousand smart meters to be installed within two years in order to effectively increase electrical efficiency.”

Meanwhile, architects Wen-Sheng Ou and Shih-Tsung Yeh raised the case of building-integrated photovoltaics (BIPV). The concept of BIPV involves the use of solar photovoltaic panels as a construction material to blend nicely into themed buildings so that electricity generation efficiency and architectural aesthetics can match each other. It changes the perception that buildings are energy dissipating into energy generating, and meet the real design of energy saving.
