NCKU’s hydraulic laboratory signs MoU with Japan’s PARI on coastal disaster prevention

Taiwan and Japan are maritime nations that face the potential threats of earthquake and tsunami. Both countries have demonstrated outstanding performance in the research and development of marine engineering.
The National Cheng Kung University (NCKU) Tainan Hydraulics Laboratory (THL) Director Yang-Yih Chen officially signed a “Memorandum of Understanding (MoU) on the Research of the Taiwan-Japan Wave Impact” with Japan’s Port and Airport Research Institute (PARI) Director Shigeo Takahashi during a recent visit to Japan.
The cooperation between two of the most important marine engineering research institutes in Taiwan and Japan will help enhance the prevention of coastal disaster and achieve the effectiveness of mitigating such disasters for the benefit of mankind.
The NCKU THL Director Yang-Yih Chen explained both research institutions have established cooperation and interaction between individual researchers from both sides.
The signing of MoU between PARI and NCKU THL would comprehensively the level of cooperative research in marine engineering between Taiwan and Japan.
In the future, research studies and investigations would be carried to look into the surges caused by typhoons and tsunamis and the phenomenon of coastal flood caused by the invasion of tsunami.
At the same time, both research institutes will also send experts, scholars and researchers to conduct training, organize academic seminars, exchange technical reports and others in the area of marine engineering and marine environmental science research. This will enable both countries to show their research strengths, thus creating synergistic effects to solve issues related to marine engineering and marine environmental science.
“The Port and Airport Research Institute (PARI) have the water tank that artificially produces tsunami waves and related advanced facilities,” Director Chen added. “These facilities can be used to investigate the mechanism on the destruction of breakwater caused by tsunami and surge, which can assist in the prevention and mitigation of coastal disasters.”
As Taiwan and Japan are surrounded by sea, tsunami-related research attracts public attention in both countries. Future effort to exchange tsunami-related information for research purposes between both countries is believed to be able to fulfill the goals of preventing and mitigating coastal disasters.
“The cooperation agreement signed by Taiwan and Japan is only the first step towards coastal disaster prevention,” PARI Director Shigeo Takahashi revealed during the meeting. “In the future, the research partnership on marine engineering between Taiwan and Japan will be gradually strengthened and enhanced.”
Meanwhile, Director Chen pointed out that the future Taiwan-Japan research partnership on coastal disaster prevention will be closer and the related research outcome will be even more fruitful. He encourages the NCKU THL to actively play the role of initiating cross-country and cross-field research on Southeast Asian islands, thus fulfilling the responsibilities as an international-level research institution.
