NCKU and TIPC sign MOU

National Cheng Kung University (NCKU) and Taiwan International Ports Corporation Limited (TIPC) signed a memorandum of understanding (MOU) to collaborate in the personnel training and talent nurturing, enhancing the competitiveness of international ports in Taiwan.

The signing ceremony, which took place on Dec. 20 at the NCKU College of Management, was jointly hosted by NCKU President Hwung-Hweng Hwung and TIPC Director Ding-Hsun Hsiao.

Both parties reached an agreement on 4 collaboration plans, including personnel training for TIPC, promoting student elite internship program, organizing talks on port management and other collaboration items related this bilateral agreement.

After the signing ceremony, both parties will cooperate closely to promote the port business. On Dec. 27, NCKU College of Management Dean Yu-Hern Chang will lead 31 NCKU teaching staff and students to visit TIPC and launch the start of the collaboration plan.

NCKU President Hwung-Hweng Hwung said that the privatization of TIPC is guiding the firm along the correct path as it could improve the company’s operational efficiency.

He added that modern business operations can no longer adhere to traditional practices and firms should take a broader path. The signing of MOU between NCKU and TIPC is a correct choice because NCKU has many departments related to port management such as engineering maintenance and reconstruction, port management, logistic management and others, where all these aspects are closely connected to the NCKU Department of Engineering and College of Management.

Besides, he hopes that TIPC top management executives can serve as teachers and facilitators representing the industry, as well as provide students with summer internship opportunities in order to expose students to this industry as soon as possible.

During the ceremony, TIPC Director Ding-Hsun Hsiao expressed his gratitude and excitement, revealing that NCKU has contributed greatly towards the development of TIPC as many TIPC management personnel are alumni of NCKU.

He pointed out that the reconstruction of Taichung Port and the simulation of tidal range assessment of this port, were headed and completed by NCKU President Hwung and his team.

On the other hand, the South Star Plan involving the expansion of Kaohsiung Port would not have come into fruition without President Hwung’s assistance. The future development of TIPC is closely connected to all the ports in all regions. To progress towards industrialization, internationalization, diversification and personnel specialization, TIPC has to sign the MOU with NCKU for the benefit of its future.

NCKU College of Management Dean Yu-Hern Chang said that during March this year, the Taiwan government restructured the Maritime and Port Bureau and set up TIPC in conjunction with the government’s policy of privatization. TIPC would govern its company branches located in Keelung, Taichung, Kaohsiung and Hualien, specializing in port management and operations in order to enhance port operation efficiency and flexibility with the aim of promoting the development of the international port region.

Five years ago, NCKU and Kaohsiung Harbour Bureau have signed a MOU. Both parties have already started collaboration partnership for years and will continue to do so in the future as well.

Right after the signing ceremony, TIPC Director Ding-Hsun Hsiao gave a talk entitled “The New Phase of Taiwan Port Development”. The talk was attended by hundreds of teaching staff and students from NCKU College of Management to listen to Director Hsiao’s valuable insights into Taiwan’s port business.
